Premier Li Keqiang explained the meaning of building a “two-way random inspection” mechanism, saying that both the inspected and inspectors are chosen randomly, enterprises must increase self-discipline to observe the law, and inspections must be more transparent.
The Premier made the comments at the State Council executive meeting on July 22. He said that it is an important reform for the supervision system, and a decision was made at the meeting to promote the mechanism.

Premier Li said that the measure is an innovation for the system and it increases scientificity and equity. He also gave ideas for the governmental reform and asked officials accompanying him to promote the measure.
The measure is welcomed by people and market entities in some pilot areas, and it should be promoted nationwide, the Premier said.
At the meeting on July 22, an official of the General Administration of Customs said that about 55 percent of the inspections by Customs agencies nationwide currently involve the “two-way random inspection” mechanism, and this will increase to over 70 percent by the end of the year.
The Premier said the measure can help to improve the work efficiency of the government and create an equal market.
At a State Council executive meeting on Dec 31 last year, Premier Li suggested the measure during a discussion about government purchases. A few months later, at a teleconference on May 12, he mentioned the measure again and stressed the importance of innovation.
“We cannot revitalize market creativity if we do not streamline administration. Without supervision, there will be no market equity, which will also affect social creativity,” the Premier said. He also said that the reform of the government involves delegating “some things and rights”, and fulfilling duties.
The Premier required relevant ministries to improve the system, make a complete enterprise directory and regulate the inspection frequency.
The random inspection mechanism will not only be promoted in fields such as industry and commerce, taxation and quality inspection - it will also be applied in important projects of the macro-economic sector.
Additionally, the Premier said the salaries of civil servants will be guaranteed.
The adjustment of civil servants’ salaries will be basically finished by July, and a mechanism will also be set up to ensure that they will receive progressively higher salaries. .
“Civil servants must respect our people, and streamline administration,” the Premier said.
